Horia Grigorescu is the Managing Partner of Grigorescu Partners, a Romanian law firm focused on energy, infrastructure and complex investment projects. He advises international investors, developers, utilities, IPPs, lenders, EPC contractors and technology providers on utility-scale battery energy storage, solar and wind projects across Romania and Central and Eastern Europe. His work covers the project lifecycle, including permitting, grid connection, ANRE regulation and licensing, project development, M&A and due diligence, project finance, PPAs and route-to-market structures, and EPC, OEM and O&M arrangements.
Horia combines legal and regulatory expertise with senior executive and in-house energy experience. Before returning to private practice, he served as Chief Legal Officer of TESLA Group and was part of the team that secured state aid for the first battery energy storage systems manufacturing facility in Central and Eastern Europe. He previously served as CEO of the Romanian Post and worked with Ernst & Young and Deloitte. Recognised by The Legal 500 GC Powerlist Romania in 2023 and 2024, he regularly contributes to industry discussions on energy storage, renewables and Romania’s energy transition.
